HUD/Spirit Update Jan 21st 2017

A update to the Hud/Spirit is released today. Fixes include:-

• Fixed the jump height restriction (visit Mr Bones to be able to jump high)
• Fixed a bug in promoting people to Local
• Fixed a bug that downs newcomers.
